Overview

One of Lith's "modern" nations, The Pemen Order has existed for three hundred years and in that time have managed to create a realtively peaceful society based in and around Science and specifically Medical Technology.

A vain and prideful people who look down upon most of the other nations of the world and this, along with their more and more aggressive stance in world affairs, has not endeared them to many of the other nations.

Population

Primarily Human, a vast majority of its trade infastructure operates on Illegal Immigrants. As a result, the main body of the lower class is diverse and varied in looks, color, etc. The majority of the Representative Families, however, are of pure Human Stock.

The main thing that links all Pemens together, however, is their devotion to extending and expanding the natural lifespan of life has left their medical community able to give gene therapy to the vast majority of the population which in turn, leaves all Pemen regardless of race looking absurdly young for their natural ages. A harmless side effect of the Gene Therapy is also giving the skin a slight orange glow and a commonality in a silver coloration to eyes.

That's not to say all Pemens look like children. Gene Therapy is safe but not 100%, and "Backfires" occur occassionally, which in turn makes the person look withered and sickly.


Government

For the vast majority of the bueracracy and officials, elections are held once every three years. But this does not apply to the entire government. Where the majority of the government is run by the "Elected", the "Representatives" are the ones who really run the Pemen Order.

The Representatives make up the oldest and wealthiest families of the Order, and there are fifteen of them. Together, they rotate control of the "Presidency" (Called "First Lawmaker" by the Pemen) and the cabinet as well as head of the Order's Navy and Armed Forces. Each one of them maintains a vast stable of lesser families who owe theirs favors or vice versa to have the Government remain more or less in step with the desires of the Representatives.

State Religion

The Order places a great emphesis on the Life Sciences, to the point the dedication to extending and expanding natural life has taken on an almost religious air to them. They believe that every problem can be solved if science is given enough time to solve it.

Culture/History

The Pemen Order exists in the Eastern section of Lith's Northern Hemisphere. Situated in numerous small islands as well as two larger islands (Both called Lynx), the region had been settled for almost two hundred and fifty thousand years, mainly by hunter-gatherer tribes and small pockets of barely civilized fishing villages.

These fishermen provided the catalyst to civilization's rise, and the village of Founding became the center of culture in the region inviting trade and the free exchange of ideas. The result of this was the formation of the Alliance of P, which took its name from the "P" shape of the explored world at the time.

For nearly a thousand years, the P Alliance florished in the region. When an emissary from another nation made contact with the P Alliance, it was only afterwards that the Islanders realized their visitors from across the sea had brought with them a deadly virus which the Alliance members will ill equipped to fight. Within a decade, the cultural center of Founding had become a ruin and a whispered cursed place (The Ghost City, it would later be called) and the Alliance of P was shattered.

After three centuries of being a chaotic region, The Pemen Order arose to stablize the region and become a moderately successful nation. Their obsession with the Life Sciences stretched their economy to the breaking point, and in the past 50 years the Order has become more militaristic, annexing several small island nations in and around the islands of Lynx. This has made the Pemen Order a bit distrusted in the world stage, their neighbors are never certain when the time will come when the Pemen Order decides it has suffered the existance of a rival for long enough and "liberate" their people from their own chosen form of government.

Passionate on their viewpoints and outlooks, the Order is naive and arrogant when it comes to national security. While the code of law within the Pemen Order is both swift and terrible, there is no clauses for Treason. It is the Pemen belief that every citizen is a patriot in his or her own right, and thus whatever they do is for the betterment of the Order. If a court of law disagrees well...the Baliff has a gun and the Janitor has a mop.

Military

Rumor has it that the Officers and Ratings of the Pemen Navy were born Mer and Genetically Modified into normal Humans. The terror of the High Seas, the Pemen Navy is unmatched when it comes to ship-to-ship combat. The Navy and Airforce often are seen operating in tandum. The Pemen Army is another matter. Less a Military Organization and more a Police Unit, the Pemen Army is designed to operate in small squadrons to garrison a city and keep rabble rousing to a minimum.

Economy

The Pemen Order has a economy which sustains itself on its fishing trade. With space unavailable for serious farmland, the Pemen have continued to utilize their ancestor's ancient but effective pratice of fishing. The Pemen also cultivate "Sea Crops", a variety of etiable sponges and weeds - some of which are considered delicacies elsewhere in the world. Unfortunatly, their recent "Aquisitions" have stretched their food supply to the limit, and thus one of their major imports is grain to feed their population.

The Pemen's main export is its medical community. The finest medical technology anywhere on Lith, dignitaries and princes mingle with common people to come to have deformities fixed and treatments are administered to expand life expectancy to 160 years.

Pemen shipbuilding is also a valuable export, but one that has not been allowed to florish thanks to the Government's constant need to expand through warfare.

National Weaknesses

Desperate to shore up their failing economy (For all the money they make in the Medical Field, they spend twice as much on Medical R&D for the next big breakthrough and their Military Spending continues to drain needed money from the national coffers), the Order has resorted to the role of Conquerer. However the Order has no experience with being an aggressor and did not consider the downsides to increasing their sphere of influence. Now unable to produce enough food locally to feed their population, they rely heavily on trade to get the food they need.

Their arrogance is also a pitfall. They have a maddening superiority complex and are ignorant and naive about the concepts of National Security and Counter-Intelligence. They are also extremely ignorant of Magic and generally dismiss it in favor of their revered Science.

Relations

The Rat Lands - Hatred is the first emotion to spring to the mind of any Pemen when they consider the Rats. Inadvertently almost dooming the Pemen Order from its conception with the "annexation" of needed costal villages, neither side has very seriously considered making peace with the other and their three major wars and constant border skirmishes prove that point. Token delegations are often sent to sue for peace, but they never get very far before one side enslaves/steps on the other.

Dispaterland - Very little contact goes on between these two nations. While not hostile to one another, the Pemen's distrust of Magic keeps the relationship cool. That's not to say tourism business from the Order is low, however. First Lawmaker Alexander Michaels was reportedly seen in Dispaterland for his winter retreat two years ago.

Shanters - An annoyance that is to be tolerated is the general mindset of Pemen to the Shanters. While its a strained relationship, The Order leadership has at least come to realize that without the Shanters and their importing Pemen goods, the Order's economy would have gone south years ago. The relationship between certain Pemen Shipbuilders and Black Saracens is also a positive one with mutual benefits for both parties. It is even rumored the Pemen Navy employs Black Saracens as Privateers from time to time.

Kyoz-Asgi World Power - A friendly relationship despite Pemen's superiority complex. The Kyoz-Asgi supply the Pemen needed generators and fuel to power their own nation, and in return the Pemen offer up their Medicial technology to extend their lives and stave off any ill effects suffered from their hedonistic life style. It is not uncommon to see Pemen Doctors in the employment of high ranking and or famous Kyoz-Asgi.
